The Centre on Wednesday clarified that the ability to manage the brand new guidelines on digital media publications has not been delegated to them. The Information and Broadcasting Ministry had introduced on February 25 the Information Technology (Intermediary tips and digital media ethics codes) Rules 2021 beneath the IT Act 2000.
The provisions beneath the brand new guidelines relate to the code of ethics for digital information publishers, establishing of a grievance redressal system and the requirement of disclosure of knowledge to Centre, the ministry mentioned, including that these powers haven’t been delegated to state governments/district magistrates/police commissioners. “These rules have to be administered by the Ministry of Information and Broadcasting, government of India”, it clarified in a letter to Chief Secretaries of states and directors of union territories. 
The guidelines relate to publishers of digital information and present affairs and publishers of on-line curated content material [Over the Top (OTT)].
The guidelines present the code of ethics to be adopted by digital information publishers and the publishers of OTT content material.
“A 3-level Grievance redressal mechanism consisting of the writer (stage 1), self-regulating physique constituted by the publishers (stage 2) and an oversight mechanism of the federal government (stage 3), with time-bound grievance disposal mechanism.

“Furnishing of information by publishers to the government and periodical disclosure of information regarding grievance redressal in public domain,” in accordance with the brand new digital media guidelines.
