Parliament passes invoice that provides primacy to L-G in Delhi; Uproar, walkouts by Opposition in RS

The Rajya Sabha on Wednesday accepted the invoice giving primacy to Delhi’s Lieutenant Governor (L-G) over the elected authorities after excessive drama within the House that noticed uproar by the Opposition and a walkout by MPs of events just like the BJD, SP, Congress and the YSR-Congress.
The Government of National Capital Territory of Delhi (Amendment) Bill, 2021 that seeks to make it clear that the “government” in Delhi means the “Lieutenant Governor” was handed by Lok Sabha on March 22.
The laws was handed in Rajya Sabha by a voice vote on Wednesday. However, a division was sought by the opposition when the federal government moved the invoice for consideration. During voting, 83 members had been in favour whereas 45 opposed the invoice. Just earlier than the passage of the invoice, Congress too walked out.

Earlier, Rajya Sabha witnessed uproar by opposition members who termed the invoice as “unconstitutional” and demanded that it’s despatched to a Select Committee for scrutiny. The higher home additionally witnessed two temporary adjournments. The members of the BJD, SP and the YSR-Congress additionally walked out of the House.

Replying to the talk, Union Minister of State for Home Affairs G Kishan Reddy sought to dispel the considerations of the opposition members saying the amendments within the Act would create a sound authorities mechanism within the NCT of Delhi.

He mentioned it’ll enhance fairness and inclusiveness. The modification will result in transparency and readability in governance in NCT Delhi and improve public accountability, he added.
Explaining the rationale behind the invoice, he mentioned the amendments have been dropped at take away ambiguities within the 1991 Act. He asserted there was no political angle and the amendments are on “technical” grounds.
