Kerala LIFE mission officers used proxy corporations for kickbacks, CBI tells SC

Officials of the Kerala authorities’s LIFE Mission venture colluded with officers of the UAE Consulate General to obtain kickbacks on international contributions routed by two proxy corporations, the CBI advised Supreme Court on Monday. The company made the submission whereas searching for dismissal of Mission CEO’s plea towards a Kerala High Court order that refused to quash CBI probe.
The corporations — M/s Unitac and M/s Sane Ventures — had been used for receiving funds to the tune of 10 million UAE dirhams on behalf of LIFE Mission venture to assemble dwelling items and a well being centre for flood victims within the state, the CBI claimed.
While a MoU was executed between Dubai-based NGO Red Crescent and LIFE Mission to obtain cash for the venture’s execution, subsequent agreements had been inked involving the 2 proxy corporations with the intention to divert international contribution and obtain kickbacks, the CBI alleged.

“It is submitted that even though the amount was received by M/s Sane Ventures and M/s Unitac, the receipt was for and on behalf of LIFE Mission and the officials of LIFE Mission colluded with officials of Consulate General to receive kickbacks,” the company mentioned, including that by receiving funds in mentioned method, “a CAG audit, government formalities and rigours of FCRA were avoided so that kickbacks could be received”.
Denying that the probe is politically motivated, the affidavit mentioned “there is no explanation till now as to why the agreements were executed by third parties after the MoU”.
