India Views BIMSTEC as Platform for Regional Security and Growth

In a statement to the press in New Delhi on July 16, National Security Adviser Ajit Doval described the fifth BIMSTEC security chiefs’ summit as a pivotal event for India. He said the gathering reflects India's "Neighbourhood First" doctrine, its "Act East" outreach, and the overarching "Ocean" strategic vision.

Doval stressed that the evolving global landscape, marked by heightened geopolitical tension and rapid tech evolution, requires BIMSTEC members to intensify coordination. Strengthening regional security, improving connectivity, building capabilities, and fostering economic ties are now more urgent than ever.

Speaking at the opening session, Doval outlined India’s core objectives: to prioritize its neighbors, advance the Act East policy and pursue an inclusive oceanic development agenda. He described the vision as one that promotes shared progress and mutual development across the region.

He highlighted that BIMSTEC unites some of the most vibrant economies bordering the Indian Ocean. The bloc’s 12 member states account for about 1.7 billion people—roughly 22 percent of the world’s population—and together generate close to $5 trillion in GDP.

According to Doval, the Bay of Bengal serves not only as a geographic link but also as a conduit of centuries‑old cultural and civilizational heritage among the members. Leveraging these historic bonds, BIMSTEC has cultivated strong cooperation across security, trade, and cultural domains, aiming for inclusive prosperity and resilience.

The adviser noted that cooperation against terrorism, organized crime, cyber threats and maritime insecurity has already been strengthened, and BIMSTEC is ready to confront new and emerging challenges collectively.

He concluded that the long‑term aspirations of BIMSTEC—regional peace, better connectivity, capacity building and economic security—will continue to steer the collaborative efforts of its member nations.
