The Ministry of Home Affairs (MHA) has issued a clear statement confirming that no bill concerning the administration of Chandigarh will be presented in Parliament during the ongoing Winter Session. The government clarified that a proposal to simplify the process of making laws for Chandigarh is still under consideration, and no definitive decision has been made. It was further emphasized that this proposal does not aim to change the existing governance structure of Chandigarh or its traditional administrative relationships with Punjab and Haryana.
This official clarification aims to put an end to speculation and political debates that arose after a parliamentary bulletin mentioned a constitutional amendment bill concerning Chandigarh. The potential bill would have brought the Union Territory under Article 240, granting the President direct powers to frame regulations. This prospect had led to significant outcry from political leaders in Punjab, who viewed it as a potential threat to the state’s rights and its capital.
The MHA assured the public that any decision regarding Chandigarh’s administration will be made only after consulting all stakeholders, ensuring that Chandigarh’s interests are upheld. The government urged the public not to be concerned and reiterated its commitment to a transparent and inclusive process. The current additional charge held by the Punjab Governor as Chandigarh’s administrator is not subject to immediate change through any bill proposed for this session. The focus remains on careful deliberation and consultation before any steps are taken.
