The Communist Party of India (Maoist) has announced a temporary ceasefire, alongside an admission of defeat, highlighting strategic errors and setbacks, and expressing its willingness to engage in peace talks. This announcement was made on the occasion of PM Modi’s birthday.
The declaration was contained in an alleged document from August, which reportedly originated from a Maoist Politburo member (PBM). Police are currently in the process of verifying the authenticity of this document.
An official statement, attributed to CPI (Maoist) spokesperson Abhay, was widely shared on social media, detailing the organization’s decision to suspend its armed struggle temporarily and its readiness to participate in peace negotiations with the government. A comprehensive six-page statement, released under the name of senior leader Sonu, acknowledged the group’s failure to adjust to India’s evolving landscape, resulting in significant losses in its strongholds. The document explicitly stated that despite considerable sacrifices, misguided policies and an inability to correct course had weakened the revolutionary movement nationwide.
The statement also included an apology, accepting responsibility for the hardships faced by the public and the pain caused by the group’s policies. Acknowledging the need for change, the statement asserted that revitalizing the revolutionary movement was not possible without ceasing armed conflict and learning from past mistakes.
The senior leader conceded the weakening of the movement in areas such as Dandakaranya, Bihar-Jharkhand, and Odisha, due to the actions of security forces. The statement also acknowledged that they failed to identify weaknesses in their strongholds in a timely manner. Despite the dedication of their members, their shortcomings had ultimately hindered the movement’s progress.
The Maoists have stated that the pause in conflict is necessary for reorganization. The statement emphasized that the decision was not an act of surrender, but a strategic pause for the movement to regain momentum. They argued that the revolutionary movement could only advance by building upon the power of the people and uniting democratic forces. The statement directly appealed to the government, expressing their desire for peace talks and requesting a ceasefire. The organization also called on intellectuals, rights activists, writers, and artists to show their support.
The party has requested its state and regional committees, along with its imprisoned members, to submit their suggestions during the ceasefire. Contact information, including an email address and social media handles, was also provided.
Chhattisgarh police officials are currently examining the press note and are investigating its authenticity. A senior officer stated that the government would ultimately make any decisions regarding negotiations, and that the statement is currently under review.
The Maoist movement, which once operated in 150 districts across 16 states, has significantly weakened in recent years, due to a combination of factors, including sustained counter-insurgency efforts, development initiatives, and the loss of senior leaders through surrender or death. The removal of key central committee members, such as Modem Balakrishna and Sujata, further contributed to the organization’s decline.
