NEW DELHI:  In a serious shake-up inside the Union ministry, the Centre on Thursday shifted combative Kiran Rijiju out of the laws ministry and assigned the portfolio to minister of state (MoS) with neutral value Arjun Ram Meghwal alongside together with his present duties.
