A comprehensive review of departmental schemes was conducted on September 6th within the Surajpur district’s meeting hall. The focus was on the progress and completion rates of these projects. Gram Panchayat Semrakhurd, part of Janpad Panchayat Pratapur, was granted a target of 131 houses under the Pradhan Mantri Awas Yojana-Gramin for the fiscal period of 2024-26. However, the Panchayat Secretary had not yet submitted the necessary Aadhaar consent for the approval of housing for 22 beneficiaries under the Awas Plus program. The advancement of the 73 approved houses was also deemed to be unsatisfactory. This indicated that Sukhdev Prasad, the Panchayat Secretary, was not performing regular inspections of the housing and construction projects within the Gram Panchayats. It further revealed a lack of interest in ensuring timely completion of the housing. Consequently, the Pradhan Mantri Awas Yojana Gramin was not achieving its intended progress.
The Panchayat Secretary’s actions were considered to be a severe dereliction of duty, demonstrating negligence, apathy, and indiscipline. This behavior contravened the Chhattisgarh Panchayat Service (Conduct) Rules, 1998, and the Chhattisgarh Panchayat (Powers and Actions of Secretary) Rules, 1999. Sukhdev Prasad, the Panchayat Secretary of Gram Panchayat Semrakhurd, Janpad Panchayat Pratapur, has been suspended with immediate effect under Rule 4 of the Chhattisgarh Panchayat Service (Discipline and Appeal) Rules, 1999, due to these issues. His designated headquarters during the suspension will be the Janpad Panchayat Pratapur office. He will be eligible to receive a subsistence allowance during the suspension period, as per the established regulations.
