Jharkhand’s Chief Secretary, Alka Tiwari, has initiated a state-wide survey of the transgender population to facilitate their access to government welfare programs. The decision was made during a meeting of the Jharkhand Transgender Welfare Board held at Project Bhavan. The objective of the survey is to determine the district-wise distribution of the transgender population, assess their needs, and understand their preferences. The collected information will be used to allocate resources effectively and offer tailored assistance. Furthermore, it aims to facilitate the inclusion of transgenders in various welfare schemes. The meeting revealed that many transgenders are hesitant to openly identify themselves, which hinders their access to essential services. These services include identity documents, reservation benefits, pension schemes, and healthcare programs like Ayushman cards. To address this, the Chief Secretary has instructed the immediate formation of district-level committees, chaired by Deputy Commissioners. The Board will also establish a “Transgender Support Unit” to address issues and propose solutions. The 2011 census indicated a total transgender population of 487,803 in India, with 13,463 in Jharkhand. The government, with the support of the Transgender Welfare Board, operates various welfare schemes for this community. The Board assists different departments in creating and implementing programs for transgenders. The meeting was attended by high-ranking officials, including the Home Secretary, Social Welfare Secretary, Finance Secretary, and Rural Development Secretary.
