In a significant move against terrorism, the Enforcement Directorate (ED) has dismantled a major terror funding network connected to the Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM). The ED has taken action by temporarily seizing the assets of Raju Khan, a critical member of this network, under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. This action reflects the unwavering commitment of Indian investigative agencies in combating terror financing. The probe reveals a sophisticated terror funding network operating in the country. Raju Khan played a pivotal role. Investigations showed that Khan received Rs 48.82 lakh, of which Rs 42.47 lakh was sent to members of proscribed organizations. These funds were transferred based on instructions from Khalid in Pakistan and Dheeraj Sao in India. The funds were distributed to sleeper cells and operatives across various regions of the country to facilitate terrorist activities. Dheeraj Sao was instructed to open a bank account and transfer money to certain individuals. Dheeraj was given a commission of 13% for his services. The investigation, originating from a FIR filed in Chhattisgarh, alleges that some bank accounts were used to receive funds from unidentified sources in India and forward them under Khalid’s instructions. Raju Khan held a key position in the network. He actively helped in delivering funds to the members of proscribed organizations. The ED has seized the commission of Rs 6.34 lakh earned by Raju Khan. Raju Khan was arrested on December 5, 2021, and has been in judicial custody. He was later arrested in Delhi on December 21, 2023, in a case related to distributing fraudulent SIM cards used for cyber fraud. Raju Khan’s bail applications have been rejected.
