The report specifically mentioned a video appeal by cricketer Virat Kohli, which significantly contributed to the large turnout. Event organizers DNA Entertainment Networks Pvt Ltd had only informed the police but did not have the necessary permits for the event. The announcement of entry pass requirements caused chaos. The report found that poor coordination among RCB, Karnataka State Cricket Association (KSCA), and DNA Entertainment Networks Pvt Ltd contributed to the stampede. The government has taken several steps following the incident, including investigations, FIRs, and disciplinary actions.
