During the Chhattisgarh Industry Dialogue-2, Chief Minister Vishnu Deo Sai unveiled the state’s strategic plan to become a hub for semiconductors, Artificial Intelligence (AI), and pharmaceuticals. Addressing investors, the Chief Minister highlighted the new industrial policy, focusing on job creation and economic prosperity. He emphasized Chhattisgarh’s transformation from a Naxal-affected state to a dynamic industrial and technological center, highlighting the state’s emergence as a prime investment destination.
The Chief Minister discussed the Chhattisgarh State Logistics Policy-2025, approved recently, as a key step in establishing Chhattisgarh as a national logistics hub. This policy will leverage the state’s strategic location to attract investments in logistics and e-commerce, strengthen export infrastructure, and expand affordable storage options.
The Jan Vishwas Bill aims to simplify business operations and civic life by addressing complexities. By decriminalizing certain legal provisions, the bill seeks to ease the burden on businesses by reducing court cases and judicial expenses. The government is committed to fostering an environment that minimizes obstacles and maximizes development opportunities. Over the past 18 months, more than 350 structural reforms have been implemented, enhancing the ease and speed of conducting business. Chhattisgarh has witnessed a surge in investment interest, with investment proposals exceeding Rs 5.5 lakh crore in just six months, a record in the state’s industrial history. Investor summits in Delhi, Mumbai, and Bengaluru have generated substantial enthusiasm, with investments of Rs 1,63,749 crore attracted during the fiscal year 2025, which represents 3.71% of the total investments in India.
Chief Minister Sai highlighted the rapid progress in the semiconductor sector, including the allocation of land and the issuance of a No Objection Certificate (NOC) to Polymatech for a semiconductor investment. The project, valued at Rs 1,143 crore, aims to produce 10 billion chips annually. The vision includes establishing Nava Raipur as the ‘Silicon Valley of Chhattisgarh’, with the Single Window System 2.0 streamlining investor processes. This system integrates online applications, departmental approvals, and subsidy distribution, ensuring efficient processes.
He also announced the approval of the Rs 3,500 crore railway line from Raoghat to Jagdalpur. Surveys have been initiated for the Kothagudem-Kirandul rail line, and the Kharsia-Parmalkasa rail line will connect industrial centers. Waterways will be developed from Sambalpur to Nava Raipur, and air cargo services are already operational. Furthermore, Chhattisgarh is the location of India’s first AI data center park. The pharma sector is set to see the development of pharma hubs and a Medicity, with special grants available for textiles and pharmaceuticals.
Bastar and Surguja regions are experiencing notable developments. Bastar, once impacted by Naxalism, is on track to become a developed area. Skill development programs have benefited 90,000 youths, and employment opportunities have been created for over 40,000 individuals, with special investment incentives available. Efforts are underway to secure international recognition for the Bastar Dussehra festival, and the Tirathgarh Glass Bridge and Bastar Tourism Circuit are being developed. Provisions for royalty reimbursement and subsidies are in place for tribal entrepreneurs.
The new industrial policy outlines a roadmap to create more than 5 lakh jobs in the next five years. Chhattisgarh is aiming to become the fastest-growing economy in sectors like textiles, pharma, AI, defense, energy, and medical tourism.
The Chief Minister encouraged entrepreneurs to invest in Chhattisgarh, offering support and a favorable environment for development. He emphasized the government’s commitment to eliminating the Naxal problem by March 2026 under the guidance of the Prime Minister and the Union Home Minister, thereby fostering peace, stability, and development across all affected regions.
