The government of Bihar, under the leadership of Chief Minister Nitish Kumar, prioritizes empowering women and recognizing their crucial role in social transformation. The Panchayati Raj Department actively contributes to realizing this objective. The department strives to uplift women, especially those in marginalized communities.
A significant number of the model women-friendly gram panchayats, specifically 29 out of 38 selected, are led by female representatives. Panchayati Raj Minister Kedar Prasad Gupta emphasized that the holistic development of the state and the country is tied to the progress of gram panchayats. Female representatives receive not only rights but also ongoing training and exposure programs to enhance their leadership capabilities.
As part of the International Women’s Day celebrations in 2025, the ‘Sashakt Panchayat-Netri Abhiyan’ was launched in New Delhi, featuring participation from women panchayat representatives from Bihar. The objective was to establish a model women-friendly gram panchayat in every district nationwide. Following this, each district in Bihar selected a gram panchayat as an ideal example.
In 2024, three gram panchayats in Bihar received the Deen Dayal Upadhyay Panchayat Sustainable Development Award (National Panchayat Award-2024). Two of these winning panchayats are led by women. On National Panchayati Raj Day-2025, Motipur Gram Panchayat of Samastipur district received a special award for Climate Action, with the panchayat being led by Prema Devi.
