The state has introduced a new transfer policy for the upcoming year, 2025. The General Administration Department has disseminated details to all relevant departments, their heads, divisional commissioners, and district collectors. The window for voluntary transfer applications opens on June 6th and closes on June 13th. Transfers themselves will be conducted from June 14th to June 25th. Several departments are excluded from the policy, including the Police, Excise, Mining, Transport, Commercial Tax, Registration, teachers within the School Education Department, and state-run corporations, boards, and commissions. Third and fourth-class employees’ transfers will be managed by the District Collector, contingent upon the approval of the responsible Minister, within the specified June 14-25 timeframe. Only those employees who have served at a single location for over two years are eligible for transfer. The policy sets limits on the number of transfers: a maximum of 10% for third-class employees and 15% for fourth-class employees. Employees facing serious complaints may be transferred, even if they haven’t completed the two-year requirement, provided initial investigations support the allegations. Those nearing retirement (with less than a year remaining) may request a transfer to their home district or a district of their preference. The government has emphasized maintaining a rural-urban balance, prioritizing transfers from areas with higher staffing levels to areas with lower staffing. At the state level, the same dates (June 14-25) apply, and all transfers require the approval of the relevant departmental minister. Transfers from scheduled areas to non-scheduled areas will require an exchange of staff. Employees suffering from serious illnesses can apply for transfers based on medical board recommendations. Parents of children with disabilities can apply for transfers to areas with access to required medical and educational facilities. Employees must be relieved from their duties within 10 days of the transfer order being issued; otherwise, it will be considered a unilateral release. All transfers will cease after June 25th, and any exceptions will require the Chief Minister’s approval. Teachers will not be transferred this time as their rationalization is already in process.
